I'm in Michigan and I doubt that a sweater would help much through the worst of our winters, but it would make the interim weather much more comfortable. Could you post instructions on how you convert the sweaters? There are a lot of talented (and sorta talented) :o) people that could perhaps do the same thing you are and benefit many more dogs! keep up the good work! Great idea.
